DETROIT, MI — Reparation Generation (RepGen), a national nonprofit committed to advancing federal reparations and demonstrating reparations in action, will launch its third round of the Home Ownership Reparative Transfer (HORT) Program in Metro Detroit this September. HORT 3.0 will offer $25,000 Reparative Transfers and homebuyer mentorship, and restorative genealogy consultation to Black Descendants of Enslaved People in the U.S. who live in Wayne, Oakland, or Macomb counties and agree to purchase a home in the region as their primary residence.
The HORT program aims to create a replicable and scalable model, rooted in the United Nations Reparations Framework, for providing partial compensatory repair for the harm experienced by Black Descendants of Enslaved People in the U.S. who, historically and presently, face systemic barriers—and, in many cases, outright exclusion—from homeownership.

HORT recipients and contributors engage in RepGen’s Reparative Evaluation process and the findings guide ongoing program iterations and are shared publicly via an Annual Impact Report, newsletters, events, and forums. RepGen also meets with policymakers and Reparations movement leaders to help inform them of the optimal design of reparative programs for maximum impact and to demonstrate the efficacy of Reparative Acts.

We aim to build momentum for a federal Reparations program by creating models that demonstrate the efficacy of Reparative Acts. Every home purchase facilitated by this program is a form of justice that is tangible, lasting, and community-rooted.”
Applicants will attend a required virtual orientation, which provides a detailed walk-through of eligibility, required activities, and the application process. The orientations will be held weekly throughout the month of August:
- Sundays, 7:00–8:00 PM ET
- Wednesdays, 12:00–1:00 PM ET
Realtors and lenders who serve the Metro Detroit Area and wish to be included on the HORT 3.0 Resource List will attend a virtual orientation to better support prospective homebuyers and understand RepGen’s reparative approach on September 2nd or 3rd, 4:00 PM ET.

The HORT 3.0 application window will be open September 1–10, 2025. Free consultations in Restorative Genealogy and Personal & Financial Readiness will also be provided to applicants up to the number of Reparative Transfers available to confirm program eligibility and readiness to enroll.
Since 2022, RepGen has transferred $300,000 in reparative funds to 12 participants through the HORT program, with significant benefits reported by recipients including greater safety, proximity to community resources, financial stability, and generational security.
Currently, funding is available for six new Reparative Transfers in HORT 3.0. RepGen is seeking to raise an additional $125,000 by August 31 to expand the program and support more participants.
